I always thought the corner flag positioning is to be on the outer edge of the intersection of the touch and goal line. Right at the edge of the painted lines. Before matches I would usually move them right to the edge. But on checking the IFAB rules, it is very vague-A flagpost, at least 1.5 m (5 ft) high, with a non-pointed top and a flag must be placed at each corner.

I don't think it's important. So long as the flag is definitely in the corner and on the white line I think that's good enough. It's only there so we can (usually) be definitive about whether it's a GK or throw-in. It's more important to check it's at least 5ft (chin level for me) and doesn't have a spiky top. (Sometimes a corner flag will snap near the base and they'll turn it over with the jaggies at the top.)
