Determining the winner of a match

Im guessing it depends on the league's previously outlined rules, but one a penalty shoot out goes to sudden death, and all players have taken a kick, how do you decide the winner of the match? Maybe a naive question, but interested. Thanks

It doesn't depend on league rules, it depends on the Laws of the Game. As others have mentioned, these tell us that kicks continue, with the same players taking a second kick (or even a 3rd, 4th etc if necessary).

Extracts from the LotG as follows:
• If [...] the scores are level kicks continue until one team has scored a goal more than the other from the same number of kicks
• Each kick is taken by a different player and all eligible players must take a kick before any player can take a second kick
• The above principle continues for any subsequent sequence of kicks but a team may change the order of kickers
