... told a team that they have no substitutes because they failed to provide you with a team sheet the required number of minutes before kick off as required by their league?

it was actually the referee's secretary of a league that i referee in who does it

if it follows a reminder on arrival to the team manager's that you need team sheet ten minutes ahead (league rule) or they will have no subs - it's a fair shout, i think. can't wait to try it....they wouldn't hit a ref wearing glasses, would they? :)
 
Or when you have team sheet with one sub named, then three others turn up after kick off and want to be subbed on?

Or when you start with 11 named but only 9 present, and the ones that turn up aren't named?

But better when the ones that turned up are then turned away by the captain / manager etc at half time as it's their FU!
