Obstructing the ball

I had a game today whereby the red player slipped on the ball and was not able to get up off the ball and the blue player was trying to kick the ball, the red player wasn't doing it on purpose he just wasn't able to get out the way of the ball...

I gave a drop ball...

Is this the correct decision?

You could have possibly gone either way, player on the floor could be deemed to be preventing play by being "unable" to get off the ball and the guy could have been deemed to have been kicking him. I will say that I have found it hard to see how a player can't get off a ball, they can move they normally just play dumb.
