Yes but that is from a dead ball situation, i'm guessing he means from open play?No. That's what a corner kick is (the ball is "officially" on the corner of the field, even though it can be anywhere in the corner arc).
Regardless of the OP, offside can occur when the ball is played backwards. All it takes is for a player in offside position to walk back to the receive the ball after it has been kicked.No because the ball would have to be played forward and it would be a goal if it went over the line?
What about if you are in the goal itself, i.e. between the posts but beyond the goal line?To answer the OP correctly, No. To be in an offside position you have to be closer to the opposition goal line than the ball which you can't be if the ball is on the goal line !
Reference?If an attacker is off the field he's considered on the line for the purposes of offside. Which would put him level with the ball.

Oh, so the player who is offside is IN FRONT OF his teammate who plays the ball back, and then he collects the ball after running past his teammate to get it. - yes??The ball can be played backwards into open space, and a player in an offside position then runs backwards to retrieve the ball. That would be offside.
