What relevance does that have in any way at all to the discussion here about persistent infringement?

Someone quoted his name as the all knowing!!

If you're referring to my quote from him from an email, it's because he's the one currently in charge of the IFAB Laws of the Game committee and is the person that responds to the emails to IFAB with law enquiries.

There was never any comment that he was "all knowing" in there...
