For encroachment that blatant? Absolutely. I'd expect every single referee to have the courage to make that decision.

If you want to do a retake in your pub cup tie in the last min to go 4-4 carry on !!! I look forward to next weeks post of "I gave retake and then had to abandon due to 5 red cards, was it worth it but least I applied the laws" !!
Done that and the subsequent retake........it wasn't pretty!

I was a bit like a rabbit in the headlights......the reaction after the first was for the home team to walk off......I talked them back on....then it was de je vu....same taker, same defender encroaching, same save by the keeper low to the left......
Match abandoned.......home team found guilty and subsequently disbanded.....

So in short, blind eye was more sensible..
 
It's only a difficult to sell because last week's ref decided that law didn't apply.....


And if I did, and last weeks and next weeks dont, whose facing carnage, and who is not..
I cant replay the clips to a parks coach, esp not when am face down in the mud!
Easy on tv, replays, security, etc. No prizes for bravery
 
Or make a penalty a 'ball not in play event'. Result of the penalty is binary, goal or goal kick.

I believe this has been seriously floated with IFAB. I hate it as a fundamental departure from the simple concept that a PK is just another restart.

I do think the play in the pic should be a retake in the abstract. But we don’t ref in the abstract, we ref in the context of a league and it’s expectations. In the games I do, players are more ingrained to not encroach—I would call encroachment that deep in the games I do, and no one would be surprised. But the players, coaches, and fans would have been surprised to see that called at that level. For that to be something that should be called in those games, first the expectations have to be reset. The teams have to be told before the season starts that encroachment has been a growing problem and that referees have been instructed to sanction it.
