Personally I saw it as a penalty based on the fact that Rice had BOTH arms around Mbappes chest and stopped his natural motion to attack the ball. Surprised to see it was overturned.
Why didn't we see the lines drawn for potential offside in the build up as that was a question before the ref was sent to the monitor?
