Referee gets pushed

It's probably just one of those things where they lump it under OFFINABUS
As @Redster said above, just call it, "an abusive gesture." No need for any great mental gymnastics surrounding whether you call it VC, what level of force is required etc - under that classification it's an easy OFFINABUS decision, if you decide it's red and want a way to justify it in law.

Violent Conduct is clearly the only thing you would report this under.
The term "Violent Conduct" is vague on purpose.
It wasn't too long ago that a tap on the face between players was an automatic red card. (The mass cheating that ensued forced the authoritires to relax this)
 
I agree that"touch" the ref is a bit over broad. Recall this one with Bibi Steinhaus?

she dealt with that really well totally accidental

But I would argue that contact with any level of aggression should be a send off every single time. And whether spelled out specifically in the Laws or dictated as an expectation, everyone should know what to expect.
