Any idea why the list of cautionable offences and send off offences were reordered in the new LOTG?

Every football body I know has numbered codes for these offences and the numbering corresponded to the old order.

The cautionable offences would appear to be in alphabetical order. On the other hand however, the sending off offences are not.
