UEFA RAP 2024:1 B37, why it is not a penalty kick

White 47 initially fouled outside, and kept committing fouls inside the penalty area. Red card is without any doubt for DOGSO, but why only a free kick is awarded? Can we consider that advantage is played and then award a penalty for the last foul in the penalty area?

The sample is from UEFA conference league Genk 2:0 vs Čukarički on14 Dec 2023, event happened from 1:46 - 1:49. The defender white 47 started to push, then pull, then hold the attacker blue 14. The push and pull happened clearly outside of penalty area, but the holding started at the edge of penalty area, lasted 1 or 2 meters into the penalty area then the attacker fell.

The three actions happened successively, maybe this the reason UEFA considers it as one foul with multiple contact? Any way it bewilders me.

I have no idea what "UEFA RAP 2024:1 B37" is. However to answer the question it helps if you explained what you mean by "kept committing fouls". Was it the same foul that started outside PA and continued into PA, or was it two separate fouls, one outside PA and one inside?

It's an example from here: https://www.dutchreferee.com/refereeing-assistance-programme/. It seems to be separate fouls. I know from the laws of game that if it is a continuous holding ending in the penalty area, then without any doubt a penalty kick should be given. However, in the case of separate fouls, if the ref hasn't whistled for the first foul (whether deliberately to play advantage or not) then the second foul occurred inside the penalty area, whether the ref should award a penalty based on the second foul to give the attacking team maximum advantage.

The foul on messi happened clearly outside of penalty area, but the foul on UEFA RAP sample consists of 3 parts and the last part happened in the penalty area.

Your gift is a collection of 4 or 5 stills. Can't tell much from it. In either case the question is is it one or two fouls. It is for the referee to decide and it would be a subjective decision. It's quite possible we may not agree on the answer.

For Messi, the first contact was outside, the last contact was inside. For me it was all one foul and in this case, the accepted practice is that it is punished where the first contact happens (unlike holding).

I've made a new GIF. The recommended decision is a red card + free kick. My understanding is that the pull and push happened outside of the box have already qualified for a DOGSO, so no advantage was played, thus no penalty.
