White 47 initially fouled outside, and kept committing fouls inside the penalty area. Red card is without any doubt for DOGSO, but why only a free kick is awarded? Can we consider that advantage is played and then award a penalty for the last foul in the penalty area?

The sample is from UEFA conference league Genk 2:0 vs Čukarički on14 Dec 2023, event happened from 1:46 - 1:49. The defender white 47 started to push, then pull, then hold the attacker blue 14. The push and pull happened clearly outside of penalty area, but the holding started at the edge of penalty area, lasted 1 or 2 meters into the penalty area then the attacker fell.
The three actions happened successively, maybe this the reason UEFA considers it as one foul with multiple contact? Any way it bewilders me.
