You are taking that out of context. It's to prevent players removing/moving the flag placement before the kick because it's a hindrance to their kicking.Law 17 - the corner flag post must not be moved (procedure). As I read it, the restart is a retake.
I think it probably fell under spirit of the game. The game was completely over at 0-3, it probably just seemed like the right thing to do to let them retake even though it probably was incorrect in law. I did watch it at the time and thought it was wrong, but then I found myself thinking "so what".
The problem is if they score from the corner. Can't just make it up coz you feel sorry for them, certaibly not in the pro game.

I haven’t seen the exact play, but I suppose the R could have decided that since he kicked the flag, and then his foot touched it, that it wasn’t really “kicked” and therefore was not in play? Odd.Don't disagree, but I'm struggling to see any other explanation for it.
