Not sure exactly what you're referring to here, Southgate already 'dropped' Rooney twice, in Oct 2016 he was dropped from the team for the game against Slovenia and in March of this year he was left out of the squad altogether.

I was about to call this a one off until I saw today's squad!!
I owe Southgate an apology!!
Sadly, he has selected Rashford who is actually WORSE than Rooney!! Head down and runs and usually loses ball. A less good Welbeck!!
