Open Age Sunday League Penalty Incident

Sunday morning: a throw in was taken and the ball was travelling back to the keeper, the keeper was stood right down on the touchline inside his penalty area about to recieve the ball when an opposition player nips in front of him, taking the ball out of play and is clattered by the keeper - penalty given.

Defending players questioned:
A) If the ball is out of play how can a penalty be given? - to which i said there was no previous decision made so i wasn't overturning the what would of been goal kick.
B) If the ball has gone so far off the pitch is a penalty really the correct decision?

Opinions?

I think it's one of those things that depend really, sounds like a "you had to be there moment."

If the attacking team don't really appeal for it, then maybe reminding the keeper in a friendly manner to be careful is thee best course of action.

If he's completely cleaned him out a split second late then it sounds like a penalty.

I would think however, if the ball is miles out of play, what is the keeper doing sliding in that late?

Sometimes on a Sunday players expect to have a little bit of leeway and I'd say they have a point. If the keepers just lost his footing and they've both tumbled over, then just take a second to think what benefits you and your match control. Do the players expect a penalty? Are you confident it deserves one?

Ultimately its your decision to restart how you see fit but just keep these factors in mind in your decision making process.
 
It was more or less the 3rd point you made: even though the ball is travelling off of the pitch, the keeper has cleaned his man out a split second later. The attacking team appealed and there was no real arguements from the defending side - so the decision was accepted.
Ultimately the keeper gave me a decision to make and I did what I felt appropriate - just wonder how the LOTG perceive this?

If the ball is out of play at the point the foul is committed then the restart should be a GK.

Problem is, if I'd of blown my whistle a second earlier (after the foul was committed) the ball may have not been off of the pitch yet - this is also a point i raised with some of the players.
Census seems to be it's a very tight decision and can go either way respectively.
 
Earlier in the season I had something very similar, but the other way round.

OA Saturday afternoon. Keeper saves, ball goes off for corner, attacker clatters into keeper. Cue howls of protest from defending team, wanting a free kick.

Blow whistle, call attacker over, YC for reckless challenge, take my time letting everything calm down a little. Then indicate a corner with my arm, but also loudly, clearly and calmly state that as the ball was out of play when the “foul” happened, the restart remains the same. Everyone happy (or at least they kept quiet!)

I still remember at the end of the game the keeper (who had been “fouled”) coming over to me to thank me for taking the time to explain the decision - often that’s all they want: to know why you made the decision you did.
 
It's nothing to do with when the whistle is blown.
It is the order of events.
Ball leaves field of play then foul committed = GK.
Foul before ball leaves field of play = foul.
Consensus is you have to decide which came first, chicken or egg.


Spot on, and then tell the players which happened first (11 will agree with you, 11 won’t!)

Fully aware of the restart procedure, i explained the ball was still in play when the foul was committed, yet they seemed to believe it was far gone. Tight one, but made my decision.

Then a good decision.

Unfortunately in incidents like this, you will only ever please half the participants. Don’t dwell on it, if you’d given a goal kick the other 11 players would be moaning at you. There’s three teams on the pitch: home, away and us, the officials. Sadly, we’re the team that can never win!
 
unfortunately it’s one of those things where every defender will say it had gone out, every attacker will say it was still in. Lose lose situation

It's not about when you blow your whistle - it's where the ball was at the time of the foul.

For something like this, I'd want to be 100% certain the ball has left the field to not give a PA - but if it's out, it's out.

Not sure if you made the right decision or not, but reasoning behind a decision is at least as important as the decision itself. Your initial reasoning was incorrect so I hope you have a better understanding here.
