Team A has possession of the ball in the middle of the pitch. A player from Team A kicks out at a player from Team B slightly catching his leg. Team B player does NOT react to this and just plays on (which is unusual i know). The off the ball incident actually has no impact on the play and neither team has gained or lost an advantage from it. In this case when should play be stopped and how should play be restarted?

Stop immediately to award a free kick to Team B. Decide re the further disciplinary sanction (if any) as you stop play. Although the player who was kicked did not react immediately an offence has occurred and you need to ensure you identify and deal with the offender. The other risk in delaying is that an enforcer from Team B may become involved behind your back.
As Team A were the offending team you cannot let them continue in possession.
Thanks for the response. So would it be an IDFK? Also does the free kick need to be taken from the position the incident occurred or where the ball was when play was stopped?

Kicking or attempting to kick an opponent is a DIRECT free kick offence, taken from where the offence occurred.

Advantage should not be applied in situations involving serious foul play,
violent conduct or a second cautionable offence unless there is a clear
opportunity to score a goal. The referee must send off the player when the ball
is next out of play, but if the player plays the ball or challenges/interferes with
an opponent, the referee will stop play, send off the player and restart with an
indirect free kick, unless the player committed a more serious offence.
In reality unless there is an open goal stop. Play, send off, restart DFK from position of offence.
