Perhaps a competition rule, if he is in the technical area he must be named on the team sheet so can be issued with sanctions. Struggling to see how it can be a straight red though, perhaps he'd done it once before and it was a second caution?

But with ball boys being outside agents, I can’t see any jaw justification to even caution. And even then the only law justification to caution someone as the person responsible for the behaviour of others is if it’s an unidentified offender and you’re cautioning the head coach.

I was thinking that they'd possibly set a competition rule where a member of the technical area has to be named as being responsible for the operation of the multi-ball system. They carry the can if the multi-ball regulations are breached, that is just a guess though.

Closest I can think to this is a step 2 game I was on the line for, was at an athletics track and the home team, who were winning, were making it very difficult to get replacement balls on (there had been plenty when it was 0-0, disappeared once they went ahead). The referee came over to say it had to be fixed and if he had to intervene again there would be consequences. Next time he came over he binned the kitman, I'd already told him that he was the one that had taken the ball bag away from the technical area back to the changing room area.
