Late in yesterday's match, there was PK called for a high boot that the referee thought had made contact with Muller as Muller was trying to head the ball. Referee reviewed the play and overturned the PK because he determined there was no contact. The restart was a drop ball to the goal keeper. My question is...COULD he have restarted with an IDFK for a dangerous play? It doesn't look like Muller was affected by the high boot, but I think one can argue that he may have flinched or something. Let's say he did flinch and the referee say that in the review. COULD the referee had restarted with an IDFK or did he have to restart with a dropped ball? Thanks.

Yes, the referee is free to change their decision to anything after watching the replays, e.g. if VAR recommends a review for SFP for a tackle that the referee hasn't given a foul for, the referee can choose to give a caution instead, or just a free kick, or an IFK and caution to the opponent for simulation.
