From the title I assumed it was after an hour of penalties.......

so what would you do if that was the case - 60 mins of sudden death and still drawing?
 
Well, unfortunately your hands would be tied. The Laws of the Game mandate there be 2 equal halves.... But when the president of the country you're playing in tells you to do something, generally the man in power of the country trumps the referee...

The important question to ask:
"what would blatter want you to do?" That is how football is run. So, therefore do what the president wants....
