Based on the clip you posted Maguire is in an offside position when the ball is played by a team mate.

I didn't post the clip, but freezing it from the replay of the incident the Brighton 10 appears to be level with Maguire when the ball hits the attacker's back.

You're pausing at the wrong time mate. There is no question at all Maguire is the 2nd closest player to the goal line.
As for the debatable bit. He actually physically challenges the GK for the ball. I know the ambiguous wording doesn't help, but I think this is nailed on offside.

Yes, the offside position is not an offence. The clips show he is in an offside position when the ball is last touched by a teammate so…

I think the interesting thing about this incident is: is Maguire interfering?

The defenders conspired to score an own goal yes, but that also doesn’t matter.

Is Maguire challenging for the ball? I think he clearly is and this was an offside goal missed by VAR.
