Situation. Goalkeeper punching out the Ball.

Decision was foul on goalkeeper.

To keep it most objectivly. Is possibilty this could be awarded as penality kick for Celje?

Any time two players significantly collide it becomes a judgement call as to which way the foul should be given. On the majority of cases, the player not getting the ball is deemed to be the offender.

In this clip, the only way I could see a referee justifying a penalty would be if they felt the raised knee from the keeper to be inherently reckless.

I can’t see a penalty here, referee spot on GK wins the ball then striker collides with him.

Good call defensive free kick.
 
The keeper had eye for the ball, got to it first and played it fairly. The attacker also had eye for the ball, but got there late. It's either keep playing or foul on the keeper.

I can see why the OP can see this may be a penalty. Because getting the ball doesnt neccessarily mean no foul. And in this instance the attacker was flattened by the keeper after the keeper played the ball. The attacker is as much (or more) responsible for this collision as the keeper. And given both had eye for the ball, it's either just incidental or just a careless foul as above.
 
I agree with most of your opinions.

To me goalkeeper went in equal fight and though it was colission, it isn't for penality decision.
