Numbers on shirts

Shocking Sunday morning violent conduct & mass brawl, match was abandoned.

My question are shirt numbers compulsory? In a mass confrontation, very hard for any referee to identify culprits if they do not have shirt numbers.

IFAB compulsory in law, shirts must have sleeves.

SCOR 19G: Shirts must be numbered.
It's a mandatory requirement within SCOR.

In this case yes, for the Manchester County Cup, a £10 fine.
