Hey,
So I had an incident on the pitch this morning in a U11's game, whereby there's a goal mouth scamble, keeper dives for the ball, has it in two hands and has taken a kick to the head in the middle of the scamble, stopped play and an opposition player is down alleging he was kicked, however it was by his own player. His mother runs onto the pitch to comfort him. How do you go about managing this?

It's the first time I've come across it as usually do open age games.

Show empathy. These are 'babies' playing mini-football, so just look after the player's and parent's welfare
 
When I teach the intro ref class, I tell the newbies that only the coach should be coming on and only with your permission. Then I explain that you never get between momma bear (or poppa bear) and her cub. Talk to the coach afterwards about educating parents that they can’t come onto the field.
 
Let it happen, if the kid is in any sort of state, at 10-11, would probably want their parent. If it causes any problems, then follow normal procedures around spectator issues I'd say
 
Red card the parent, caution the player and abandon the game...

;)

More seriously, I'm with those who say let it happen and, if necessary, say to the manager afterwards that it might be an idea to discourage parents doing that in case it gets things out of proportion.
