I think it is important to use the wording that lotg uses because there can be subtle differences.

The actual clause is: "feinting to kick the ball once the kicker has completed the run-up"...

OK, but this player didn't feint to kick the ball after completing the run-up. He feinted during the run-up, then resumed the run-up, then kicked the ball immediately after completing the run-up without any further feint taking place.

That would simplify this once and for all. Why should somebody use feinting at a penalty kick at all?

Disagree with this. This law is very simple and easy to enforce, astonished the officials in this game got it wrong.

High School soccer in the U.S. had that rule for a number of years. I believe they have now adopted the same standard as FIFA.

Nobody is saying it's difficult, but a penalty kick already gives a team statistically at least a 75% chance of scoring a goal, often in situations where the punishment doesn't fit the crime (obviously for DOGSO penalties that 75% chance is warranted, but for an accidental trip on the side of the penalty area line close to the goal line, it's not quite so deserving). I don't think the attacking team need any more advantages in that situation, so keep it simple IMO.
As above, with law how it is currently, this definitely should have stood, but I wouldn't mind the law changing to suggest any clear movement to stutter or feint during the run up or kick is an offence. Either than or we could go full Rugby and say that once the player starts his run up motion, encroachment is allowed. That would make them not want to delay their run too much.

AI says the success rates are similar at the professional level.

Anecdotally at grassroots those who mess about seem to miss more. There's obviously a perception bias as misses and non-misses for stutter run-ups will be more memorable than someone who side foots it in the corner

There was A LOT of referees in attendance due to the L2/3/4 day at St George's Park.

All seemed quite surprised, goalkeeper didn't even seem that fussed about it,
