Can’t really judge the ref here at all without context.

I am not a fan of telling players “last play”—no reason for us to box ourselves in. (But then I also started reffing when we didn’t share how much time was added and the usual answer to “how much time, ref” was “enough” or “some.”)
 
I never usually say 'last attack' as, as you say, it gives teams the advantage of setting up differently, but I do sometimes tell the captain of a team taking a corner/free kick if they're chasing a game 'this will be the last play, even if it goes out for another corner there is no time to take it.

I think there is an expectation in football, rightly or wrongly, that an attack in active play should be allowed to finish.

I wouldn't be opposed to a law change that says the half/match finishes when the ball crosses the half way line for the first time after time is up or similar.

If I've decided times's up but there is an attacking move in motion, I'll always wait until it phizzles out or the ball goes out of play before blowing.

I like a simple life and so choose wisely the hill upon which I wish to die. ;) ;)
 
If additional time has elapsed, and a team scores in extra-additional due to “vibes” then that’s unfair on the opponents.

Fine balance if the winning team then concede well after any indicated amount of time.
I keep saying this but context matters if it's literally just gone time then maybe we don't stop it. A short amount of seconds is easily explainable. Already let it go a little longer then we have to climb up on that hill and justify it, which is easily done in law.
