How is it possible for a ball not to come into play , from a player facing the pitch and releasing it correctly?

Easily.....what, is this a trick question?
What, you've never seen a player throw the ball down the line? Like, ever?

I've seen lots of cases when on the line where the ball wasn't even close to coming into play.

Yep, I can envisage that to be an example if he starts well behind the line and the wind impacts on it. This wasn't, he threw it towards the pitch, aiming to a player 2-metres in and he released it perfectly over his head, If its out of play as its just not clipping the outer line then surely the opposite is true!! Reversal of throw!!!

Is it ok to say I’ve got?

So two players going for ball few players around them and one of the fellas goes for the ball shouting I’ve got?

Genuine attempt to get ball so not trying to put anyone off, is it ok to say IVE GOT?

It doesn't matter what they say - it's not about the words used. The only thing a referee has to decide is whether the player has verbally distracted an opponent or not.
