Let the attacking team have the benefit and use the ten yards any way they wish.

If its a 30 yard FK they will be punished by moving it ten yards so let them move it 4/5/6 whatever they want.

Sin Bin a great idea, would say an OA team at decent level who are say 1-0 ten mins to go, would they rather have their player booked and fined £10 and play the last ten minutes or have their player in the sin bin and no fine, i think most definitely the latter.

I assume you mean the former ;) as I am guessing they would rather pay a tenner than be a man down holding a lead.
