Think this is a triple mess up to be honest.
I don't think it's a penalty because the attacker initiates the contact
Once it's given I don't think the ref should be asked to review it because I don't think it quite reaches the threshold because there is clearly contact there, and one might argue the defender gives the attacker to opportunity to go down how he has.
Once recommended for a review, it's a far better outcome to overturn your decision when, as we clearly see, it is the attacker who initiates the contact.

I don't quite like the term "attacker initiates contact" in this case (or similar ones). This is a case of cheating/simulation for me. His action was to fool the referee into awarding a penalty. Rewarding cheating even with the benefit of replays from different angles makes me think of the "foold me once, foold me twice" saying.

I’m an outlier too, I am comfortable with a penalty, watching it a full speed, does the striker initiate the contact, I’m not sure?

I'm fairly certain that the striker deliberately hangs his foot in towards the defenders leg. Maybe a little over-analytical but if you look at the angle of the foot, it doesn't look like he's preparing for that foot to his the ground. (top video, slow replay)
Again, I still don't think that makes it a stone wall non-penalty. I don't think the review should have been recommended.
