Chalobah can have his foot whereever he wants as long as he isn’t endangering the opponent, so him having his foot high and moving quickly isn’t relevant to how Kieta goes in for the challenge. It’s not Chalobahs responsibility to get out the way of itNo way was that a red card challenge. Sure, foot was near waist high when challenging for the ball, but Chalobah also has his foot at the same height, and his speed in moving towards the ball meant the force was more so from his movement as it was from Keita's foot being high.

Nah, it was borderline farcical by about the 4th penalty. There's no point repeatedly giving the same warning if it becomes clear you're not going to act on it. Should have been asked to stay on his line initially, told on the second kick and booked on the 3rd. But yes they could take penalty 11 and 12 for their team.
I'm also thinking of the ABBA system, could that fall on penalty 11 and 12 allowing a player to take truly consecutive pwnalties
