Hi,

In a game today I gave a player a straight red for accusing me of being racist because I gave a penalty against his team. I won’t quote exactly what he said, but he didn’t swear directly at me
Firstly, does this come under offinabus? Or something else? And secondly, do I have a to make a special report about this incident?

Just offensive imo
No obvious need to submit an extraordinary report because a racist comment was not made; as such

Depending on what was said it may fall under the FA's Reporting Discrimination policy, as here http://www.thefa.com/football-rules-governance/policies/equality/reporting-discrimination

I would suggest speaking to your RDO for guidance. If you just report it as OFFINABUS he will get the standard 2 game suspension, whereas if guilty of discriminatory behaviour he could face much more.

It seems to me to be the opposite, no? Hard to tell without knowing what was said but the player hasn't been sent off because he's been discriminatory, it's because he's accused the ref of being discriminatory.

As Rusty says, it is a standing sending off report but do ring your RDO to let him know it is coming.

They may be mandated to send to the FA to deal with. If they take control, the normal suspensions can be ignored.

Accusation of being racist is very similar to accusation of being biased for a team (cheating) with a higher degree of severity. It is offensive as it is questioning your integrity. As advised above your RDO is the best person to answer the question of reporting requirements.

I’m unsure if it would be considered as racist in itself though as he referred to the fact that both me and the other team were all ‘white’

What a plank.... whack him with a red card and a special invitation to the FA to explain his pathetic utterance....

If I was called a racist on the park, I would dismiss, report as offensive, and also copy report to my association, and the governing body.
What they then, if anything, choos to do with the report is up to them.

Same if called homosexual slurs.

Although it sounds like OFFINABUS, it does very much get my gander when people falsely chuck in the race card. It's arguably worse then racism itself (when analysed), because it diminishes genuine claims of the same thing. A bit like criminally and falsely accusing someone of rape, it makes genuine claims more difficult to stick
On reflection, see what the RDO says as discussed above, but I'd still expect a standard sanction because the FA are not psychologists or sociologists

Excellent!!! Love your work!!!
Playing the race card is, itself, racist. So, you have a player who used a racist comment to accuse you of having no integrity. RC is 100% the right option.

Would you be comfortable sharing what was said?

Same comment as everyone else, but I would aver this as being insulting rather than as offensive. Same as with being called a cheat. Neither are offensive language but are certainly insults to character.

It's be interesting to know the exact wording of what he said as last season, I reported a similar incident whereby the player implied I was being racist without saying it outright and the FA didn't follow it up

I disagree. Player simply saying referee is racist does not make the player racist. Otherwise, using the same logic, anyone here who says player in OP is racist is racist.
Of course the words used can make a comment racist but we don't know what words were used.

Ok in the interest of the debate, the words were ‘f*ck him, let him play with his white boys’

That needs an extraordinary incident, it is clearly implying that your decisions have been made based on race.
