I thought the manager/coach should receive a straight red card in this situation, for delaying the restart.

Have I just completely mis-remembered law?

Straight red if he delays restart of the opposition, yellow if it's his own team.

Yep. As bester says the important part is whose restart he delays.
His own team is a yellow
His opposition team is a red

Think we established that this is PGMOL guidance and not law.

They'll be someone for the PGMO arguing received is not the same as shown.

We did. FA expect us to show a 2nd yellow.
The participant charter adopted by PGMOL states that it is just a red shown.
