About the only time you would though! I'm not telling a bunch of grown men that I won't ref their game because they've got the wrong coloured undershirts on. Not at grassroots with no protection unless there is an observer.
Fair play! I’d be severely unhappy if I got marked down by an observer for it on a Sunday morning. That being said, I refuse to be observed on a Sunday
I'd definitely mention it in the report since it's a requirement of Law 4. It wouldn't be a DP though unless it somehow had an impact on the game ...
The only time I care about it is if it clashes with the opponent - and when that's the case (as it is here with the black/red stripes), it's usually a pretty easy sell to get them to change. If I see the ball hit a black-undershirted arm in a crowd, I need to be able to know which team that is.
